The Low-Income Home Energy Assistance Program (LIHEAP) helps pay the winter heating bills of low-income and elderly people. This assistance is based on household income, household size, type of fuel and type of housing.
Benefits are paid directly to utilities on behalf of eligible households. The exception is households whose heating costs are included in rent.

These figures are based on the 2019 Federal Poverty Guidelines published in the US Department of Health and Human Services in the Federal Register/Volume 84/Number 22/February 1, 2019. The state reserves the right to adjust these levels based on the availability of federal appropriations.
