Wholesale Power Cost Adjustment Rider - PCA

This Wholesale Power Cost Adjustment Mechanism shall apply to all Jo-Carroll Energy rate schedules for electric service.

The Power Cost Adjustment (PCA) is an adjustment made on your electric bill that goes up or down depending on the cost of power each month. The PCA is expressed in a dollars per kWh format. The rate is determined by calculating the power cost per kWh on the monthly power bill received from Jo-Carroll Energy's power providers. The PCA is determined by how much the monthly power cost per kWh is above or below an anticipated power cost. The following summary of the PCA rates displays different rates based on service type and service area. Since the acquisition of the former Alliant Energy service territory, Jo-Carroll Energy has two power suppliers for the electric service area, one for each formerly separate service area. During the acquisition, Jo-Carroll Energy representatives indicated that two separate rate structures would be maintained with a goal to merge the rates into one set of rates over a period of five to seven years. During the transition period, the two rate structures will reflect different PCA rates due to the power cost differences of the two power suppliers.

Purchased Gas Cost Adjustment

This Purchased Gas Cost Adjustment Mechanism shall apply to all Jo-Carroll Energy rate schedules for natural gas service.

The Purchased Natural Gas Adjustment(PGA) is the amount on the natural gas bill that goes up or down depending on the true cost of the purchased natural gas each month. The PGA amount is expressed in a dollars per therm format. This amount appears on the bill on the same line as the usage data. The PGA amount is determined by analyzing the cost natural gas purchased directly from the pipeline, taken out of storage and related costs of purchasing and transporting the natural gas to the distribution system. A comparison between the total costs of purchased natural gas and the amount collected each month from the end users is analyzed to determine if an over or under collection has occurred. Any over or under collection amount is part of the calculation to determine the monthly PGA.
